“十(shi)四五”節(jie)能(neng)減(jian)排綜合工作方案
為認(ren)真貫(guan)徹落實黨中(zhong)央、國務院(yuan)重大(da)決策部署,大(da)力(li)推(tui)動節(jie)能減排(pai),深入打好污(wu)染防治攻堅戰,加快建(jian)立(li)健全綠色(se)低碳(tan)循(xun)環(huan)發展經濟體(ti)系,推(tui)進經濟社會發展全面綠色(se)轉型(xing),助(zhu)力(li)實現碳(tan)達峰、碳(tan)中(zhong)和目標(biao),制定本方案。
一、總體要(yao)求
以(yi)習近平(ping)新(xin)(xin)時代中(zhong)國特色(se)社(she)會主(zhu)(zhu)義思想(xiang)為指導,全(quan)面(mian)貫徹黨的十九大(da)和十九屆歷次全(quan)會精(jing)神,深(shen)入(ru)貫徹習近平(ping)生(sheng)態文明思想(xiang),堅持穩中(zhong)求(qiu)進(jin)工作(zuo)總(zong)基調,立(li)足(zu)新(xin)(xin)發展階段,完(wan)整、準確、全(quan)面(mian)貫徹新(xin)(xin)發展理念,構建新(xin)(xin)發展格(ge)局,推動(dong)高(gao)質量(liang)發展,完(wan)善實(shi)施(shi)(shi)能(neng)(neng)源消費強度和總(zong)量(liang)雙控(kong)(kong)(以(yi)下稱能(neng)(neng)耗雙控(kong)(kong))、主(zhu)(zhu)要污(wu)染物排(pai)放總(zong)量(liang)控(kong)(kong)制制度,組織(zhi)實(shi)施(shi)(shi)節(jie)(jie)能(neng)(neng)減(jian)排(pai)重點工程,進(jin)一(yi)步健全(quan)節(jie)(jie)能(neng)(neng)減(jian)排(pai)政策機制,推動(dong)能(neng)(neng)源利用效(xiao)率大(da)幅提高(gao)、主(zhu)(zhu)要污(wu)染物排(pai)放總(zong)量(liang)持續減(jian)少(shao),實(shi)現節(jie)(jie)能(neng)(neng)降碳(tan)減(jian)污(wu)協(xie)同(tong)增效(xiao)、生(sheng)態環境質量(liang)持續改善,確保完(wan)成“十四五”節(jie)(jie)能(neng)(neng)減(jian)排(pai)目標(biao),為實(shi)現碳(tan)達峰、碳(tan)中(zhong)和目標(biao)奠定堅實(shi)基礎。
二、主(zhu)要目標
到(dao)2025年,全(quan)國單(dan)位國內生產總值能源(yuan)消耗比2020年下(xia)降(jiang)13.5%,能源(yuan)消費(fei)總量得到(dao)合理(li)控(kong)(kong)制,化學需氧量、氨氮(dan)、氮(dan)氧化物、揮發性有機(ji)物排(pai)放總量比2020年分別(bie)下(xia)降(jiang)8%、8%、10%以上、10%以上。節能減排(pai)政策機(ji)制更加健全(quan),重點行(xing)業能源(yuan)利用效(xiao)率(lv)和主要污(wu)染物排(pai)放控(kong)(kong)制水(shui)平(ping)基(ji)本達到(dao)國際先進水(shui)平(ping),經(jing)濟社會發展綠色轉型取得顯(xian)著成效(xiao)。
三、實施節能減排(pai)重點(dian)工程(cheng)
(一)重(zhong)點行(xing)(xing)業(ye)(ye)綠色升(sheng)級(ji)(ji)工程。以鋼鐵、有色金屬(shu)、建材、石化(hua)(hua)化(hua)(hua)工等(deng)行(xing)(xing)業(ye)(ye)為(wei)重(zhong)點,推(tui)進(jin)節能(neng)(neng)改(gai)造(zao)和污染(ran)物(wu)深(shen)度治理。推(tui)廣高(gao)(gao)效精餾(liu)系統、高(gao)(gao)溫(wen)高(gao)(gao)壓(ya)干熄焦、富氧強化(hua)(hua)熔煉(lian)等(deng)節能(neng)(neng)技術,鼓勵將(jiang)高(gao)(gao)爐(lu)(lu)—轉(zhuan)爐(lu)(lu)長流程煉(lian)鋼轉(zhuan)型為(wei)電爐(lu)(lu)短流程煉(lian)鋼。推(tui)進(jin)鋼鐵、水泥、焦化(hua)(hua)行(xing)(xing)業(ye)(ye)及燃煤鍋爐(lu)(lu)超低(di)排(pai)放改(gai)造(zao),到2025年,完成(cheng)5.3億噸鋼鐵產(chan)(chan)(chan)(chan)能(neng)(neng)超低(di)排(pai)放改(gai)造(zao),大氣污染(ran)防治重(zhong)點區域燃煤鍋爐(lu)(lu)全面(mian)實(shi)(shi)(shi)(shi)現超低(di)排(pai)放。加(jia)強行(xing)(xing)業(ye)(ye)工藝革新,實(shi)(shi)(shi)(shi)施(shi)(shi)涂(tu)裝類、化(hua)(hua)工類等(deng)產(chan)(chan)(chan)(chan)業(ye)(ye)集群(qun)分類治理,開展(zhan)重(zhong)點行(xing)(xing)業(ye)(ye)清潔生(sheng)產(chan)(chan)(chan)(chan)和工業(ye)(ye)廢水資源(yuan)化(hua)(hua)利用改(gai)造(zao)。推(tui)進(jin)新型基礎設施(shi)(shi)能(neng)(neng)效提升(sheng),加(jia)快(kuai)綠色數據中心建設。“十四(si)五”時期(qi),規(gui)模(mo)以上工業(ye)(ye)單位增加(jia)值能(neng)(neng)耗下(xia)降13.5%,萬元工業(ye)(ye)增加(jia)值用水量下(xia)降16%。到2025年,通(tong)過實(shi)(shi)(shi)(shi)施(shi)(shi)節能(neng)(neng)降碳行(xing)(xing)動(dong),鋼鐵、電解鋁、水泥、平(ping)板(ban)玻璃、煉(lian)油、乙(yi)烯、合成(cheng)氨、電石等(deng)重(zhong)點行(xing)(xing)業(ye)(ye)產(chan)(chan)(chan)(chan)能(neng)(neng)和數據中心達到能(neng)(neng)效標桿水平(ping)的比(bi)例超過30%。(工業(ye)(ye)和信息化(hua)(hua)部、國家(jia)發(fa)展(zhan)改(gai)革委、生(sheng)態(tai)環境部、市場(chang)監(jian)管總局、國家(jia)能(neng)(neng)源(yuan)局等(deng)按職責(ze)(ze)分工負(fu)責(ze)(ze),地(di)方(fang)(fang)各(ge)(ge)級(ji)(ji)人民(min)政(zheng)府(fu)負(fu)責(ze)(ze)落(luo)實(shi)(shi)(shi)(shi)。以下(xia)均需(xu)地(di)方(fang)(fang)各(ge)(ge)級(ji)(ji)人民(min)政(zheng)府(fu)落(luo)實(shi)(shi)(shi)(shi),不(bu)再列(lie)出)
(二)園區(qu)(qu)(qu)節(jie)能環(huan)保提升工(gong)(gong)(gong)(gong)(gong)程。引導工(gong)(gong)(gong)(gong)(gong)業(ye)(ye)(ye)企業(ye)(ye)(ye)向園區(qu)(qu)(qu)集聚,推(tui)動工(gong)(gong)(gong)(gong)(gong)業(ye)(ye)(ye)園區(qu)(qu)(qu)能源系統整體優化和污染綜合整治(zhi),鼓勵工(gong)(gong)(gong)(gong)(gong)業(ye)(ye)(ye)企業(ye)(ye)(ye)、園區(qu)(qu)(qu)優先利(li)用(yong)可(ke)再生能源。以省級以上(shang)工(gong)(gong)(gong)(gong)(gong)業(ye)(ye)(ye)園區(qu)(qu)(qu)為(wei)重點,推(tui)進供熱、供電、污水(shui)處理、中(zhong)水(shui)回用(yong)等(deng)公共(gong)(gong)基(ji)礎設施共(gong)(gong)建共(gong)(gong)享,對進水(shui)濃(nong)度(du)異常的污水(shui)處理廠開展片區(qu)(qu)(qu)管(guan)網(wang)系統化整治(zhi),加強一(yi)般固體廢(fei)物(wu)(wu)、危險(xian)廢(fei)物(wu)(wu)集中(zhong)貯存和處置,推(tui)動揮發性有機物(wu)(wu)、電鍍廢(fei)水(shui)及特(te)征(zheng)污染物(wu)(wu)集中(zhong)治(zhi)理等(deng)“綠(lv)島”項目建設。到2025年,建成一(yi)批節(jie)能環(huan)保示范園區(qu)(qu)(qu)。(國家發展改革(ge)委(wei)、工(gong)(gong)(gong)(gong)(gong)業(ye)(ye)(ye)和信息化部、生態環(huan)境(jing)部等(deng)按職責分工(gong)(gong)(gong)(gong)(gong)負責)
(三)城(cheng)鎮(zhen)綠(lv)(lv)色(se)(se)節(jie)(jie)能(neng)改(gai)造(zao)工(gong)程。全面推(tui)(tui)進(jin)城(cheng)鎮(zhen)綠(lv)(lv)色(se)(se)規(gui)劃(hua)、綠(lv)(lv)色(se)(se)建(jian)(jian)設、綠(lv)(lv)色(se)(se)運(yun)(yun)行(xing)管(guan)(guan)理,推(tui)(tui)動低(di)(di)碳城(cheng)市、韌性城(cheng)市、海綿城(cheng)市、“無廢城(cheng)市”建(jian)(jian)設。全面提高建(jian)(jian)筑節(jie)(jie)能(neng)標準(zhun),加(jia)(jia)快發展超低(di)(di)能(neng)耗(hao)建(jian)(jian)筑,積極推(tui)(tui)進(jin)既有(you)建(jian)(jian)筑節(jie)(jie)能(neng)改(gai)造(zao)、建(jian)(jian)筑光伏一體化(hua)建(jian)(jian)設。因地制宜推(tui)(tui)動北(bei)方(fang)地區清(qing)潔(jie)取暖,加(jia)(jia)快工(gong)業(ye)余熱、可再(zai)生能(neng)源等(deng)在城(cheng)鎮(zhen)供熱中的規(gui)模(mo)化(hua)應用。實施(shi)綠(lv)(lv)色(se)(se)高效(xiao)制冷行(xing)動,以建(jian)(jian)筑中央空調(diao)、數(shu)據(ju)中心、商務產業(ye)園區、冷鏈物流等(deng)為重(zhong)點(dian),更新升級(ji)制冷技術、設備,優(you)化(hua)負荷供需(xu)匹(pi)配,大幅提升制冷系(xi)統能(neng)效(xiao)水(shui)平。實施(shi)公共(gong)供水(shui)管(guan)(guan)網漏損治(zhi)理工(gong)程。到2025年,城(cheng)鎮(zhen)新建(jian)(jian)建(jian)(jian)筑全面執行(xing)綠(lv)(lv)色(se)(se)建(jian)(jian)筑標準(zhun),城(cheng)鎮(zhen)清(qing)潔(jie)取暖比例和綠(lv)(lv)色(se)(se)高效(xiao)制冷產品市場占有(you)率大幅提升。(住(zhu)房城(cheng)鄉建(jian)(jian)設部(bu)(bu)、生態環境部(bu)(bu)、國家發展改(gai)革(ge)委、自然資(zi)源部(bu)(bu)、交通(tong)運(yun)(yun)輸(shu)部(bu)(bu)、市場監管(guan)(guan)總局、國家能(neng)源局等(deng)按(an)職責分工(gong)負責)
(四)交通物流(liu)節能(neng)(neng)減排(pai)工(gong)程。推動(dong)綠色(se)(se)(se)鐵(tie)(tie)路(lu)、綠色(se)(se)(se)公(gong)路(lu)、綠色(se)(se)(se)港口(kou)、綠色(se)(se)(se)航道、綠色(se)(se)(se)機場(chang)建設(she)(she),有序推進(jin)充換電(dian)(dian)、加(jia)(jia)(jia)注(氣)、加(jia)(jia)(jia)氫、港口(kou)機場(chang)岸電(dian)(dian)等(deng)(deng)基(ji)(ji)礎設(she)(she)施建設(she)(she)。提高城(cheng)市(shi)公(gong)交、出租(zu)、物流(liu)、環衛(wei)清(qing)掃等(deng)(deng)車(che)(che)輛使用(yong)(yong)新(xin)(xin)能(neng)(neng)源汽(qi)車(che)(che)的(de)比例(li)。加(jia)(jia)(jia)快(kuai)大宗貨物和中(zhong)長途貨物運(yun)(yun)輸(shu)“公(gong)轉鐵(tie)(tie)”、“公(gong)轉水(shui)(shui)(shui)(shui)”,大力發(fa)(fa)展(zhan)(zhan)鐵(tie)(tie)水(shui)(shui)(shui)(shui)、公(gong)鐵(tie)(tie)、公(gong)水(shui)(shui)(shui)(shui)等(deng)(deng)多式聯運(yun)(yun)。全(quan)面實(shi)施汽(qi)車(che)(che)國(guo)(guo)六排(pai)放(fang)(fang)(fang)標(biao)準(zhun)和非(fei)道路(lu)移動(dong)柴油機械國(guo)(guo)四排(pai)放(fang)(fang)(fang)標(biao)準(zhun),基(ji)(ji)本淘汰國(guo)(guo)三及以下排(pai)放(fang)(fang)(fang)標(biao)準(zhun)汽(qi)車(che)(che)。深入實(shi)施清(qing)潔(jie)柴油機行動(dong),鼓勵(li)重型柴油貨車(che)(che)更新(xin)(xin)替代。實(shi)施汽(qi)車(che)(che)排(pai)放(fang)(fang)(fang)檢驗(yan)與(yu)維(wei)護(hu)制度,加(jia)(jia)(jia)強機動(dong)車(che)(che)排(pai)放(fang)(fang)(fang)召回管理。加(jia)(jia)(jia)強船舶清(qing)潔(jie)能(neng)(neng)源動(dong)力推廣應用(yong)(yong),推動(dong)船舶岸電(dian)(dian)受電(dian)(dian)設(she)(she)施改(gai)造。提升鐵(tie)(tie)路(lu)電(dian)(dian)氣化(hua)水(shui)(shui)(shui)(shui)平,推廣低能(neng)(neng)耗運(yun)(yun)輸(shu)裝(zhuang)備(bei),推動(dong)實(shi)施鐵(tie)(tie)路(lu)內燃(ran)機車(che)(che)國(guo)(guo)一排(pai)放(fang)(fang)(fang)標(biao)準(zhun)。大力發(fa)(fa)展(zhan)(zhan)智(zhi)能(neng)(neng)交通,積極運(yun)(yun)用(yong)(yong)大數據優化(hua)運(yun)(yun)輸(shu)組織(zhi)模式。加(jia)(jia)(jia)快(kuai)綠色(se)(se)(se)倉(cang)儲建設(she)(she),鼓勵(li)建設(she)(she)綠色(se)(se)(se)物流(liu)園區。加(jia)(jia)(jia)快(kuai)標(biao)準(zhun)化(hua)物流(liu)周轉箱(xiang)推廣應用(yong)(yong)。全(quan)面推廣綠色(se)(se)(se)快(kuai)遞包(bao)裝(zhuang),引導電(dian)(dian)商企(qi)業、郵政快(kuai)遞企(qi)業選購使用(yong)(yong)獲得綠色(se)(se)(se)認證的(de)快(kuai)遞包(bao)裝(zhuang)產(chan)品。到2025年(nian),新(xin)(xin)能(neng)(neng)源汽(qi)車(che)(che)新(xin)(xin)車(che)(che)銷(xiao)售量達(da)到汽(qi)車(che)(che)新(xin)(xin)車(che)(che)銷(xiao)售總(zong)量的(de)20%左右(you),鐵(tie)(tie)路(lu)、水(shui)(shui)(shui)(shui)路(lu)貨運(yun)(yun)量占比進(jin)一步提升。(交通運(yun)(yun)輸(shu)部(bu)、國(guo)(guo)家(jia)發(fa)(fa)展(zhan)(zhan)改(gai)革(ge)委牽頭,工(gong)業和信息化(hua)部(bu)、公(gong)安部(bu)、財政部(bu)、生(sheng)態環境部(bu)、住房城(cheng)鄉建設(she)(she)部(bu)、商務部(bu)、市(shi)場(chang)監管總(zong)局、國(guo)(guo)家(jia)能(neng)(neng)源局、國(guo)(guo)家(jia)鐵(tie)(tie)路(lu)局、中(zhong)國(guo)(guo)民航局、國(guo)(guo)家(jia)郵政局、中(zhong)國(guo)(guo)國(guo)(guo)家(jia)鐵(tie)(tie)路(lu)集團有限公(gong)司等(deng)(deng)按職責分(fen)工(gong)負責)
(五(wu))農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)節(jie)能減排工程。加(jia)快(kuai)風能、太(tai)陽能、生物(wu)質能等(deng)可(ke)再生能源(yuan)(yuan)(yuan)在農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)生產和農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)生活中的(de)應(ying)用,有(you)序推進農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)清潔(jie)取(qu)暖。推廣(guang)應(ying)用農(nong)(nong)(nong)(nong)(nong)(nong)用電(dian)動車輛、節(jie)能環(huan)(huan)保(bao)農(nong)(nong)(nong)(nong)(nong)(nong)機(ji)和漁(yu)船,發展(zhan)節(jie)能農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)大棚,推進農(nong)(nong)(nong)(nong)(nong)(nong)房(fang)節(jie)能改(gai)造和綠(lv)色(se)(se)農(nong)(nong)(nong)(nong)(nong)(nong)房(fang)建設。強(qiang)化(hua)(hua)(hua)農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)面(mian)源(yuan)(yuan)(yuan)污染(ran)防治,推進農(nong)(nong)(nong)(nong)(nong)(nong)藥化(hua)(hua)(hua)肥減量增效、秸稈綜(zong)合利用,加(jia)快(kuai)農(nong)(nong)(nong)(nong)(nong)(nong)膜(mo)和農(nong)(nong)(nong)(nong)(nong)(nong)藥包裝廢棄物(wu)回收處理(li)。深入推進規模(mo)養殖場污染(ran)治理(li),整縣推進畜(chu)禽糞污資源(yuan)(yuan)(yuan)化(hua)(hua)(hua)利用。整治提(ti)升農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)人居環(huan)(huan)境,提(ti)高農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)污水(shui)垃圾處理(li)能力(li),基本消(xiao)除較(jiao)大面(mian)積的(de)農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)黑臭水(shui)體。到(dao)2025年,農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)生活污水(shui)治理(li)率(lv)達(da)(da)(da)到(dao)40%,秸稈綜(zong)合利用率(lv)穩定(ding)在86%以(yi)上(shang),主要農(nong)(nong)(nong)(nong)(nong)(nong)作(zuo)物(wu)化(hua)(hua)(hua)肥、農(nong)(nong)(nong)(nong)(nong)(nong)藥利用率(lv)均達(da)(da)(da)到(dao)43%以(yi)上(shang),畜(chu)禽糞污綜(zong)合利用率(lv)達(da)(da)(da)到(dao)80%以(yi)上(shang),綠(lv)色(se)(se)防控、統(tong)防統(tong)治覆蓋率(lv)分別達(da)(da)(da)到(dao)55%、45%,京津冀及周邊地區大型規模(mo)化(hua)(hua)(hua)養殖場氨排放總量削減5%。(農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)部(bu)(bu)、生態環(huan)(huan)境部(bu)(bu)、國(guo)家(jia)(jia)能源(yuan)(yuan)(yuan)局、國(guo)家(jia)(jia)鄉村(cun)(cun)振興局牽頭,國(guo)家(jia)(jia)發展(zhan)改(gai)革委、工業(ye)和信息化(hua)(hua)(hua)部(bu)(bu)、住房(fang)城鄉建設部(bu)(bu)、水(shui)利部(bu)(bu)、市場監管總局等(deng)按職責(ze)分工負責(ze))
(六)公(gong)(gong)共(gong)機(ji)構(gou)(gou)能(neng)(neng)效提(ti)升工程(cheng)。加快公(gong)(gong)共(gong)機(ji)構(gou)(gou)既有建(jian)筑圍護結(jie)構(gou)(gou)、供熱、制冷、照明(ming)等(deng)設施設備節能(neng)(neng)改(gai)造(zao),鼓勵采用(yong)(yong)(yong)能(neng)(neng)源費用(yong)(yong)(yong)托管(guan)等(deng)合同能(neng)(neng)源管(guan)理(li)模式。率(lv)先(xian)淘(tao)汰老舊車(che),率(lv)先(xian)采購(gou)使用(yong)(yong)(yong)節能(neng)(neng)和新能(neng)(neng)源汽車(che),新建(jian)和既有停車(che)場要(yao)配備電(dian)動汽車(che)充電(dian)設施或預留充電(dian)設施安裝(zhuang)條(tiao)件。推行能(neng)(neng)耗定額(e)管(guan)理(li),全面開展節約型(xing)機(ji)關(guan)創建(jian)行動。到2025年,創建(jian)2000家節約型(xing)公(gong)(gong)共(gong)機(ji)構(gou)(gou)示范單(dan)位,遴選200家公(gong)(gong)共(gong)機(ji)構(gou)(gou)能(neng)(neng)效領(ling)跑者(zhe)。(國管(guan)局(ju)、中直管(guan)理(li)局(ju)等(deng)按職責(ze)分工負責(ze))

四、健(jian)全(quan)節能減排政(zheng)策機制
(一)優化完善能耗雙控制度。堅持節能優先,強化能耗強度降低約束性指標管理,有效增強能源消費總量管理彈性,加強能耗雙控政策與碳達峰、碳中和目標任務的銜接。以能源產出率為重要依據,綜合考慮發展階段等因素,合理確定各地區能耗強度降低目標。國家對各省(自治區、直轄市)“十四五”能耗強度降低實行基本目標和激勵目標雙目標管理,由各省(自治區、直轄市)分解到每年。完善能源消費總量指標確定方式,各省(自治區、直轄市)根據地區生產總值增速目標和能耗強度降低基本目標確定年度能源消費總量目標,經濟增速超過預期目標的地區可相應調整能源消費總量目標。對能耗強度降低達到國家下達的激勵目標的地區,其能源消費總量在當期能耗雙控考核中免予考核。各地區“十四五”時期新增可再生能源電力消費量不納入地方能源消費總量考核。原料用能不納入全國及地方能耗雙控考核。有序實施國家重大項目能耗單列,支持國家重大項目建設。加強(qiang)節能形勢分(fen)析預警,對高預警等(deng)級地區加強(qiang)工作指導。推動科學有序實行用能預算管(guan)理(li),優化能源要素合理(li)配置。(國家發展改(gai)革(ge)委牽頭,國家統計局、國家能源局等(deng)按職(zhi)責分(fen)工負(fu)責)
