各省、自治區、直轄市和新疆生產(chan)建設兵團市場監管局(廳、委):
為深入學習貫徹習近(jin)平總書記關(guan)于防(fang)范(fan)化解(jie)重大風險(xian)(xian)重要論述精神,落(luo)實黨(dang)中央、國務院食(shi)(shi)(shi)品(pin)(pin)安全工(gong)作決策部(bu)署(shu),防(fang)范(fan)化解(jie)生產領域食(shi)(shi)(shi)品(pin)(pin)安全風險(xian)(xian),保障食(shi)(shi)(shi)品(pin)(pin)安全,促進食(shi)(shi)(shi)品(pin)(pin)產業高質量發展,現就加強食(shi)(shi)(shi)品(pin)(pin)生產安全風險(xian)(xian)排查(cha)防(fang)控有(you)關(guan)工(gong)作通知如下。
一、高(gao)度重視食品安全(quan)風(feng)險排查防控工作
加強食(shi)(shi)(shi)品(pin)安(an)(an)(an)全(quan)(quan)風(feng)(feng)(feng)險(xian)管(guan)理(li)是(shi)食(shi)(shi)(shi)品(pin)安(an)(an)(an)全(quan)(quan)法律制度(du)的(de)明確規定,也(ye)是(shi)食(shi)(shi)(shi)品(pin)安(an)(an)(an)全(quan)(quan)監(jian)督管(guan)理(li)的(de)基本原(yuan)則。各級市場監(jian)管(guan)部(bu)門要(yao)深刻認識(shi)加強食(shi)(shi)(shi)品(pin)安(an)(an)(an)全(quan)(quan)風(feng)(feng)(feng)險(xian)排查(cha)(cha)防(fang)(fang)(fang)控(kong)的(de)重(zhong)大意(yi)義(yi)和(he)重(zhong)要(yao)作用,切實把排查(cha)(cha)防(fang)(fang)(fang)控(kong)食(shi)(shi)(shi)品(pin)生產(chan)安(an)(an)(an)全(quan)(quan)風(feng)(feng)(feng)險(xian)作為(wei)工作常(chang)態、擺上(shang)重(zhong)要(yao)日程、精(jing)準抓(zhua)好落實。堅(jian)持問題導向和(he)底線思維,進一步(bu)樹牢風(feng)(feng)(feng)險(xian)防(fang)(fang)(fang)控(kong)意(yi)識(shi),完善風(feng)(feng)(feng)險(xian)防(fang)(fang)(fang)控(kong)機制,強化風(feng)(feng)(feng)險(xian)防(fang)(fang)(fang)控(kong)措施,落實風(feng)(feng)(feng)險(xian)防(fang)(fang)(fang)控(kong)責任,切實提升食(shi)(shi)(shi)品(pin)安(an)(an)(an)全(quan)(quan)風(feng)(feng)(feng)險(xian)排查(cha)(cha)防(fang)(fang)(fang)控(kong)的(de)能力水平(ping)。堅(jian)持源頭(tou)預防(fang)(fang)(fang)和(he)標本兼治,重(zhong)點(dian)排查(cha)(cha)防(fang)(fang)(fang)控(kong)食(shi)(shi)(shi)品(pin)生產(chan)企(qi)業(ye)、重(zhong)點(dian)區域、重(zhong)點(dian)品(pin)種的(de)食(shi)(shi)(shi)品(pin)安(an)(an)(an)全(quan)(quan)風(feng)(feng)(feng)險(xian)。堅(jian)持“嚴”的(de)主基調,抓(zhua)早抓(zhua)小(xiao)、抓(zhua)細抓(zhua)實,科學(xue)防(fang)(fang)(fang)范(fan)系(xi)統性區域性食(shi)(shi)(shi)品(pin)安(an)(an)(an)全(quan)(quan)風(feng)(feng)(feng)險(xian),有效保障食(shi)(shi)(shi)品(pin)質量(liang)安(an)(an)(an)全(quan)(quan),不(bu)斷提升人(ren)民群眾對食(shi)(shi)(shi)品(pin)安(an)(an)(an)全(quan)(quan)的(de)獲得(de)感和(he)滿(man)意(yi)度(du)。
二、加(jia)強企業食品(pin)安全風險排查(cha)防(fang)控
堅(jian)持“誰(shui)監(jian)管(guan)、誰(shui)負責、誰(shui)排查(cha)(cha)(cha)、誰(shui)防(fang)控”,按照食(shi)品(pin)生產(chan)(chan)(chan)監(jian)管(guan)事權,由負責監(jian)管(guan)企業(ye)的市場監(jian)管(guan)部(bu)門(men)組織食(shi)品(pin)安(an)全監(jian)管(guan)人(ren)員、專家(jia)和(he)企業(ye)食(shi)品(pin)安(an)全管(guan)理人(ren)員,在(zai)企業(ye)食(shi)品(pin)安(an)全自查(cha)(cha)(cha)的基(ji)礎(chu)上對(dui)其開(kai)展基(ji)礎(chu)風(feng)險(xian)(xian)(xian)調(diao)(diao)(diao)查(cha)(cha)(cha)和(he)動(dong)態風(feng)險(xian)(xian)(xian)排查(cha)(cha)(cha)。開(kai)展基(ji)礎(chu)風(feng)險(xian)(xian)(xian)調(diao)(diao)(diao)查(cha)(cha)(cha),可以結合監(jian)督檢(jian)查(cha)(cha)(cha)或者組織專門(men)調(diao)(diao)(diao)查(cha)(cha)(cha),重(zhong)點(dian)針(zhen)對(dui)企業(ye)生產(chan)(chan)(chan)的食(shi)品(pin)類別、生產(chan)(chan)(chan)加工場所環境衛生條件、設備設施、人(ren)員和(he)規章制度、原(yuan)輔料(liao)采購、生產(chan)(chan)(chan)過程控制、食(shi)品(pin)檢(jian)驗(yan)、包裝(zhuang)標簽、原(yuan)輔料(liao)和(he)成品(pin)貯(zhu)存(cun)等方面(mian)存(cun)在(zai)的食(shi)品(pin)安(an)全風(feng)險(xian)(xian)(xian),分析(xi)(xi)研判列出(chu)(chu)(chu)企業(ye)存(cun)在(zai)的基(ji)礎(chu)風(feng)險(xian)(xian)(xian)清單(dan)。開(kai)展動(dong)態風(feng)險(xian)(xian)(xian)排查(cha)(cha)(cha),重(zhong)點(dian)針(zhen)對(dui)監(jian)督檢(jian)查(cha)(cha)(cha)、抽檢(jian)監(jian)測、部(bu)門(men)通(tong)報、投訴舉報、輿情信息等反映的食(shi)品(pin)安(an)全風(feng)險(xian)(xian)(xian),分析(xi)(xi)研判列出(chu)(chu)(chu)企業(ye)存(cun)在(zai)的動(dong)態風(feng)險(xian)(xian)(xian)清單(dan)。督促(cu)食(shi)品(pin)生產(chan)(chan)(chan)企業(ye)按照排查(cha)(cha)(cha)出(chu)(chu)(chu)的企業(ye)基(ji)礎(chu)風(feng)險(xian)(xian)(xian)和(he)動(dong)態風(feng)險(xian)(xian)(xian)清單(dan),逐條分析(xi)(xi)研究,提(ti)出(chu)(chu)(chu)切(qie)實可行的整(zheng)改措施清單(dan),并明(ming)確責任部(bu)門(men)、責任人(ren)員和(he)完成時(shi)限。
負責(ze)監(jian)(jian)管企(qi)業(ye)(ye)的(de)市場監(jian)(jian)管部門要落實監(jian)(jian)管責(ze)任(ren)(ren),通過監(jian)(jian)督(du)(du)(du)檢(jian)(jian)查、監(jian)(jian)督(du)(du)(du)抽(chou)檢(jian)(jian)、責(ze)任(ren)(ren)約談、進(jin)駐(zhu)督(du)(du)(du)導、典(dian)型(xing)曝光(guang)等措(cuo)施(shi)壓實企(qi)業(ye)(ye)主體責(ze)任(ren)(ren),督(du)(du)(du)促企(qi)業(ye)(ye)整(zheng)改到位;對拒不整(zheng)改的(de),要依法查處。要按照“一企(qi)一檔(dang)”制(zhi)定監(jian)(jian)督(du)(du)(du)食品生產企(qi)業(ye)(ye)排(pai)查防控的(de)風險清(qing)單、措(cuo)施(shi)清(qing)單和責(ze)任(ren)(ren)清(qing)單。
三、加強(qiang)重點區域食(shi)品安全風險排查防控
各省(sheng)級市(shi)場(chang)(chang)監(jian)(jian)管(guan)(guan)部(bu)(bu)門(men)負責組織開展(zhan)區域性(xing)食(shi)(shi)品生(sheng)產安全風險排(pai)查防控工(gong)作,組織市(shi)、縣(xian)市(shi)場(chang)(chang)監(jian)(jian)管(guan)(guan)部(bu)(bu)門(men)的食(shi)(shi)品安全監(jian)(jian)管(guan)(guan)人員和專家(jia),開展(zhan)區域性(xing)風險排(pai)查。堅持問(wen)(wen)題導向(xiang)、聚焦重點區域,針(zhen)對食(shi)(shi)品生(sheng)產加(jia)工(gong)集聚區、食(shi)(shi)品生(sheng)產加(jia)工(gong)產業(ye)園、食(shi)(shi)品加(jia)工(gong)小作坊園區等,從食(shi)(shi)品生(sheng)產環境衛生(sheng)條件、原輔料使用(yong)、生(sheng)產加(jia)工(gong)控制、產品檢(jian)驗、貯(zhu)存(cun)銷售等方面分析(xi)風險問(wen)(wen)題,結合對企業(ye)的監(jian)(jian)督檢(jian)查、抽(chou)檢(jian)監(jian)(jian)測、投訴舉(ju)報、輿情信息等反映(ying)的食(shi)(shi)品安全問(wen)(wen)題,分析(xi)研判列出存(cun)在的區域性(xing)食(shi)(shi)品生(sheng)產安全風險。根據排(pai)查的風險問(wen)(wen)題,研究防控措施,包括向(xiang)地(di)方政府(fu)通報、組織區域整治(zhi)、開展(zhan)幫(bang)扶指導等。屬地(di)市(shi)場(chang)(chang)監(jian)(jian)管(guan)(guan)部(bu)(bu)門(men)要按照“一域一檔”建立(li)區域性(xing)食(shi)(shi)品安全風險清單、措施清單和責任清單。
四、加強重點食品安全風險排查防控
各省級(ji)市(shi)場(chang)監管部(bu)門(men)負(fu)責組織(zhi)開(kai)展(zhan)(zhan)(zhan)重(zhong)(zhong)點(dian)(dian)食(shi)(shi)(shi)(shi)(shi)品(pin)(pin)的食(shi)(shi)(shi)(shi)(shi)品(pin)(pin)安全(quan)風(feng)險(xian)(xian)(xian)排(pai)查(cha)防控工作,組織(zhi)市(shi)、縣市(shi)場(chang)監管部(bu)門(men)開(kai)展(zhan)(zhan)(zhan)重(zhong)(zhong)點(dian)(dian)食(shi)(shi)(shi)(shi)(shi)品(pin)(pin)風(feng)險(xian)(xian)(xian)排(pai)查(cha)。針(zhen)對(dui)重(zhong)(zhong)點(dian)(dian)品(pin)(pin)種(zhong)、聚焦共性(xing)問(wen)題,排(pai)查(cha)群眾反映(ying)(ying)問(wen)題較為集中、抽檢不(bu)合(he)格(ge)率(lv)較高(gao)、消費者投訴(su)問(wen)題較多、特殊(shu)人群食(shi)(shi)(shi)(shi)(shi)用的重(zhong)(zhong)點(dian)(dian)食(shi)(shi)(shi)(shi)(shi)品(pin)(pin)品(pin)(pin)種(zhong),以及當地特色食(shi)(shi)(shi)(shi)(shi)品(pin)(pin)存在(zai)的食(shi)(shi)(shi)(shi)(shi)品(pin)(pin)安全(quan)風(feng)險(xian)(xian)(xian)。要從食(shi)(shi)(shi)(shi)(shi)品(pin)(pin)生(sheng)產環境衛生(sheng)條(tiao)件、原輔料采購使用、生(sheng)產工藝(yi)、產品(pin)(pin)檢驗(yan)、包裝(zhuang)標簽、貯存銷售等(deng)方面(mian)梳(shu)理(li)食(shi)(shi)(shi)(shi)(shi)品(pin)(pin)生(sheng)產風(feng)險(xian)(xian)(xian)問(wen)題,結合(he)對(dui)食(shi)(shi)(shi)(shi)(shi)品(pin)(pin)抽檢監測(ce)、投訴(su)舉報、輿(yu)情信息等(deng)反映(ying)(ying)的食(shi)(shi)(shi)(shi)(shi)品(pin)(pin)安全(quan)問(wen)題,分析研(yan)(yan)判(pan)列出重(zhong)(zhong)點(dian)(dian)食(shi)(shi)(shi)(shi)(shi)品(pin)(pin)的風(feng)險(xian)(xian)(xian)問(wen)題清單(dan)。根據(ju)排(pai)查(cha)的風(feng)險(xian)(xian)(xian)問(wen)題,研(yan)(yan)究防控措施(shi),包括組織(zhi)開(kai)展(zhan)(zhan)(zhan)專項整治、建(jian)(jian)立(li)食(shi)(shi)(shi)(shi)(shi)品(pin)(pin)標準體系、加強食(shi)(shi)(shi)(shi)(shi)品(pin)(pin)研(yan)(yan)發、提升產業(ye)鏈供應(ying)鏈控制水平等(deng)。屬地市(shi)場(chang)監管部(bu)門(men)要按照“一品(pin)(pin)一策”建(jian)(jian)立(li)重(zhong)(zhong)點(dian)(dian)食(shi)(shi)(shi)(shi)(shi)品(pin)(pin)的風(feng)險(xian)(xian)(xian)清單(dan)、措施(shi)清單(dan)和責任清單(dan)。
五、加強組織領導
各(ge)(ge)(ge)省級(ji)市場監管(guan)部(bu)(bu)門(men)負責(ze)(ze)統(tong)一部(bu)(bu)署并組織開展(zhan)食品(pin)生(sheng)(sheng)產安(an)全(quan)(quan)風(feng)險(xian)(xian)(xian)排(pai)查(cha)防(fang)控(kong)(kong)(kong)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo),成立專項工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)小(xiao)組,研究制(zhi)定工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)方案(an),認真(zhen)抓好工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)落(luo)(luo)(luo)實,切實抓出工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)成效(xiao)。各(ge)(ge)(ge)地市場監管(guan)部(bu)(bu)門(men)要嚴(yan)格落(luo)(luo)(luo)實食品(pin)安(an)全(quan)(quan)風(feng)險(xian)(xian)(xian)排(pai)查(cha)防(fang)控(kong)(kong)(kong)責(ze)(ze)任(ren)(ren)(ren),切實加強(qiang)(qiang)對(dui)風(feng)險(xian)(xian)(xian)排(pai)查(cha)防(fang)控(kong)(kong)(kong)的組織領(ling)導(dao),建立健(jian)全(quan)(quan)風(feng)險(xian)(xian)(xian)防(fang)控(kong)(kong)(kong)責(ze)(ze)任(ren)(ren)(ren)分擔機制(zhi),推(tui)動落(luo)(luo)(luo)實黨政(zheng)同責(ze)(ze)、部(bu)(bu)門(men)監管(guan)責(ze)(ze)任(ren)(ren)(ren)和企(qi)業主體責(ze)(ze)任(ren)(ren)(ren)。上級(ji)市場監管(guan)部(bu)(bu)門(men)要加強(qiang)(qiang)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)指導(dao),強(qiang)(qiang)化業務(wu)培訓,推(tui)動風(feng)險(xian)(xian)(xian)排(pai)查(cha)防(fang)控(kong)(kong)(kong)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)落(luo)(luo)(luo)實落(luo)(luo)(luo)地。把(ba)風(feng)險(xian)(xian)(xian)排(pai)查(cha)防(fang)控(kong)(kong)(kong)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)納入各(ge)(ge)(ge)級(ji)食品(pin)安(an)全(quan)(quan)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)評議考核,強(qiang)(qiang)化督導(dao)檢查(cha),適時(shi)通報情(qing)況(kuang)。注重加強(qiang)(qiang)行紀銜接,對(dui)風(feng)險(xian)(xian)(xian)防(fang)控(kong)(kong)(kong)責(ze)(ze)任(ren)(ren)(ren)不落(luo)(luo)(luo)實、風(feng)險(xian)(xian)(xian)排(pai)查(cha)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)不到位導(dao)致發(fa)生(sheng)(sheng)重大食品(pin)安(an)全(quan)(quan)事故的,依(yi)規依(yi)紀依(yi)法嚴(yan)肅問責(ze)(ze)。
各省級市場(chang)監管部門(men)在(zai)食品生產安全風險排(pai)查防控工(gong)作中遇到(dao)的新(xin)情況、新(xin)問題(ti),應當及時報(bao)告市場(chang)監管總局。
