為完(wan)整、準(zhun)確、全(quan)面(mian)(mian)貫徹(che)新發(fa)展(zhan)(zhan)理(li)念,做(zuo)好碳(tan)(tan)達(da)(da)峰(feng)(feng)碳(tan)(tan)中(zhong)和(he)(he)工(gong)(gong)作(zuo)(zuo),統籌(chou)推(tui)進我(wo)市經濟(ji)社會(hui)高質量發(fa)展(zhan)(zhan)和(he)(he)綠色低(di)碳(tan)(tan)轉型,根據(ju)《中(zhong)共中(zhong)央國務院(yuan)關(guan)于(yu)完(wan)整準(zhun)確全(quan)面(mian)(mian)貫徹(che)新發(fa)展(zhan)(zhan)理(li)念做(zuo)好碳(tan)(tan)達(da)(da)峰(feng)(feng)碳(tan)(tan)中(zhong)和(he)(he)工(gong)(gong)作(zuo)(zuo)的意見》(中(zhong)發(fa)〔2021〕36號(hao))、《國務院(yuan)關(guan)于(yu)印(yin)發(fa)2030年前碳(tan)(tan)達(da)(da)峰(feng)(feng)行動方案的通知》(國發(fa)〔2021〕23號(hao))精神和(he)(he)《中(zhong)共湖南省委 湖南省人民政府關(guan)于(yu)完(wan)整準(zhun)確全(quan)面(mian)(mian)貫徹(che)新發(fa)展(zhan)(zhan)理(li)念做(zuo)好碳(tan)(tan)達(da)(da)峰(feng)(feng)碳(tan)(tan)中(zhong)和(he)(he)工(gong)(gong)作(zuo)(zuo)的實施(shi)意見》(湘發(fa)〔2022〕5號(hao))要求,結合長沙(sha)實際,制定本實施(shi)方案。
一、總體要(yao)求
(一(yi))指(zhi)導思想
以(yi)(yi)(yi)習近(jin)平新(xin)(xin)時代中國特色(se)社會主義思想為指(zhi)導(dao),全面貫徹黨的(de)二十大(da)精神,深入(ru)落(luo)實習近(jin)平總書記關于湖南(nan)工作系(xi)(xi)列講話指(zhi)示精神,立足新(xin)(xin)發展(zhan)階段(duan),實施強(qiang)省會戰略(lve),堅(jian)持(chi)系(xi)(xi)統觀念,統籌好發展(zhan)與減碳、整(zheng)體與局部(bu)、剛性(xing)與彈性(xing)、短期與中長期的(de)關系(xi)(xi),以(yi)(yi)(yi)2030年前實現碳達(da)峰(feng)(feng)為目標,以(yi)(yi)(yi)經濟社會發展(zhan)綠色(se)轉型為引領,以(yi)(yi)(yi)提高(gao)能源(yuan)資源(yuan)利用效率為關鍵,以(yi)(yi)(yi)重點(dian)行業降碳為抓手,以(yi)(yi)(yi)科技(ji)攻(gong)關創新(xin)(xin)為突破,扎實深入(ru)推進(jin)碳達(da)峰(feng)(feng)行動(dong),明確全市碳達(da)峰(feng)(feng)時間表、路線(xian)圖、施工圖,支持(chi)有條件的(de)重點(dian)區域(yu)、重點(dian)行業、重點(dian)企業率先實現達(da)峰(feng)(feng)。
(二(er))基本原則(ze)
堅持“總體(ti)部署、區(qu)域(yu)協同,科學有序、防范風險,分類施策(ce)、重點突破,先(xian)行先(xian)試(shi)、項(xiang)目支撐”的原則。
——總體部署、區域協(xie)同(tong)(tong)(tong)。以國家、省碳(tan)達峰行動(dong)設計(ji)為指引,統籌推(tui)進全(quan)市碳(tan)達峰工(gong)作(zuo),當好全(quan)省低(di)碳(tan)轉型(xing)領頭雁。推(tui)動(dong)長(chang)株潭低(di)碳(tan)產業協(xie)同(tong)(tong)(tong)布局、基礎設施(shi)協(xie)同(tong)(tong)(tong)配套、能(neng)源結構協(xie)同(tong)(tong)(tong)轉型(xing)、技術創新協(xie)同(tong)(tong)(tong)共享,力爭(zheng)實現長(chang)株潭城市群協(xie)同(tong)(tong)(tong)達峰。
——科(ke)學有序、防范風險。合理評(ping)估全市(shi)各發展(zhan)階段(duan)承受能力,杜絕“一刀(dao)切”“口(kou)號式”降碳,以(yi)保(bao)障(zhang)經濟運行、保(bao)障(zhang)能源(yuan)安全、保(bao)障(zhang)供應鏈(lian)穩定、保(bao)障(zhang)群眾(zhong)生活平穩為基本(ben)前提,確(que)保(bao)實(shi)(shi)施(shi)方案可落地、可實(shi)(shi)施(shi)。
——分類施策、重點突破。深入推進能(neng)(neng)源、工業(ye)、建筑、交通運輸(shu)、農業(ye)、生(sheng)活消費等重點領域(yu)節能(neng)(neng)降(jiang)(jiang)碳(tan)(tan)和低碳(tan)(tan)技術研發,持續降(jiang)(jiang)低單(dan)位產出(chu)能(neng)(neng)源消費和碳(tan)(tan)排(pai)放水平,發揮(hui)減污降(jiang)(jiang)碳(tan)(tan)協同(tong)效應,倡導綠色低碳(tan)(tan)生(sheng)產生(sheng)活方式。
——先行先試、項目(mu)(mu)支(zhi)撐。大力推動一批低碳(tan)零(ling)碳(tan)示(shi)范區(qu)、先行達峰示(shi)范區(qu)、低碳(tan)社區(qu)、低碳(tan)交通(tong)樞(shu)紐等試點示(shi)范區(qu)建(jian)設,在各重點領域打(da)造(zao)一批減碳(tan)降碳(tan)標志(zhi)性工程,加快形成可(ke)復制的典(dian)型(xing)低碳(tan)示(shi)范區(qu)及重點項目(mu)(mu)類型(xing)。
二、主要目標
到2025年,我市產業結構和能(neng)(neng)源(yuan)結構優化(hua)取(qu)得階段性成果(guo),工業企業用(yong)能(neng)(neng)效率持(chi)續提高,煤炭消(xiao)費總量(liang)(liang)逐漸(jian)下降(jiang),成品油消(xiao)費基本(ben)穩定,風、光(guang)等(deng)可再(zai)生(sheng)電源(yuan)裝機規模大幅提高。到2025年,全(quan)市單(dan)位(wei)GDP能(neng)(neng)耗(hao)較2020年下降(jiang)15%,單(dan)位(wei)GDP二氧化(hua)碳排放下降(jiang)率完(wan)成省下達指標,非化(hua)石能(neng)(neng)源(yuan)消(xiao)費比重提高至20%以上(shang);森林(lin)覆蓋率(林(lin)木綠化(hua)率)穩定在(zai)55%左(zuo)右,森林(lin)蓄積量(liang)(liang)達3500萬立方米以上(shang)。
到2030年,產業(ye)(ye)結(jie)構和能(neng)源(yuan)(yuan)結(jie)構優化取(qu)得顯(xian)著成(cheng)(cheng)(cheng)果,重點用(yong)能(neng)行業(ye)(ye)能(neng)源(yuan)(yuan)利用(yong)效(xiao)率達到國際領先水平,“清潔低碳、安全高效(xiao)”的現代能(neng)源(yuan)(yuan)體系(xi)基本形成(cheng)(cheng)(cheng),綠色(se)低碳技(ji)術(shu)取(qu)得創(chuang)新(xin)突(tu)破,綠色(se)節能(neng)生活成(cheng)(cheng)(cheng)為大眾選擇,綠色(se)政策體系(xi)更加完善健(jian)全。到2030年,二氧化碳排放(fang)達峰,單(dan)位GDP能(neng)耗和二氧化碳排放(fang)下降率完成(cheng)(cheng)(cheng)省下達的指標(biao),非化石(shi)能(neng)源(yuan)(yuan)消費比重提高至22%以上(shang),新(xin)能(neng)源(yuan)(yuan)發電總(zong)裝機規模力(li)爭達到300萬千瓦以上(shang);森林(lin)(lin)(lin)覆蓋(gai)率(林(lin)(lin)(lin)木綠化率)持續穩定(ding)在55%以上(shang),森林(lin)(lin)(lin)蓄(xu)積量達4100萬立(li)方米以上(shang)。
三、重點任務
實施“10+10+10”行動(dong)方(fang)案,即推進碳達峰十大重點(dian)任(ren)務,打造十大標(biao)志性工(gong)程,建(jian)設十大零碳低碳試點(dian)示范區。
(一)推動產業綠色低(di)碳發展
1.建設國家重要先進制造業中心(xin)
以建(jian)設國(guo)家重要先(xian)進(jin)制(zhi)(zhi)造(zao)業(ye)中心為契機(ji)(ji),構建(jian)優(you)勢突出、特色鮮(xian)明的(de)“1+2+N”先(xian)進(jin)制(zhi)(zhi)造(zao)業(ye)集群,圍繞工(gong)程機(ji)(ji)械、汽車及(ji)零部件(jian)、食品及(ji)農(nong)產品加工(gong)、新(xin)材料(liao)、電子信(xin)息等優(you)勢產業(ye)推進(jin)智能(neng)(neng)(neng)(neng)(neng)化(hua)升級(ji)改造(zao),提升智能(neng)(neng)(neng)(neng)(neng)制(zhi)(zhi)造(zao)裝(zhuang)備(bei)及(ji)核心部件(jian)研發制(zhi)(zhi)造(zao)水平。支持(chi)市(shi)內優(you)勢裝(zhuang)備(bei)制(zhi)(zhi)造(zao)企業(ye)向(xiang)智能(neng)(neng)(neng)(neng)(neng)制(zhi)(zhi)造(zao)系統解決方案供應(ying)商轉型,拓展工(gong)業(ye)互(hu)聯網(wang)應(ying)用(yong)場景,加快人(ren)機(ji)(ji)智能(neng)(neng)(neng)(neng)(neng)交(jiao)互(hu)、工(gong)業(ye)機(ji)(ji)器人(ren)、供應(ying)鏈智能(neng)(neng)(neng)(neng)(neng)管理在生產過程中的(de)應(ying)用(yong)。積(ji)極(ji)創(chuang)建(jian)國(guo)家級(ji)智能(neng)(neng)(neng)(neng)(neng)制(zhi)(zhi)造(zao)示范(fan)工(gong)廠、省(sheng)級(ji)智能(neng)(neng)(neng)(neng)(neng)制(zhi)(zhi)造(zao)標桿企業(ye)。到(dao)2025年,基本建(jian)成國(guo)家智能(neng)(neng)(neng)(neng)(neng)制(zhi)(zhi)造(zao)先(xian)行(xing)區(qu),智能(neng)(neng)(neng)(neng)(neng)制(zhi)(zhi)造(zao)在全國(guo)持(chi)續保持(chi)領(ling)先(xian)地位。(市(shi)工(gong)業(ye)和信(xin)息化(hua)局牽頭(tou),各區(qu)縣市(shi)人(ren)民政府、各園區(qu)管委(wei)會按職責(ze)分工(gong)負責(ze))
2.加快(kuai)培育低碳新興產(chan)業
以成套化(hua)(hua)(hua)、高(gao)端化(hua)(hua)(hua)、智(zhi)(zhi)能(neng)(neng)(neng)化(hua)(hua)(hua)和(he)服(fu)務(wu)化(hua)(hua)(hua)為發展(zhan)(zhan)方向(xiang),實(shi)施低碳產(chan)(chan)業鏈創新(xin)(xin)(xin)工(gong)(gong)程,實(shi)現(xian)與一、二、三產(chan)(chan)業的深(shen)度融(rong)合(he),搶抓(zhua)低碳新(xin)(xin)(xin)興(xing)產(chan)(chan)業發展(zhan)(zhan)機(ji)遇(yu)。著(zhu)力培(pei)育壯大人工(gong)(gong)智(zhi)(zhi)能(neng)(neng)(neng)、先進(jin)(jin)儲能(neng)(neng)(neng)材(cai)料等新(xin)(xin)(xin)興(xing)產(chan)(chan)業集(ji)(ji)(ji)群(qun)(qun),大力發展(zhan)(zhan)新(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)及(ji)智(zhi)(zhi)能(neng)(neng)(neng)網聯汽(qi)車、智(zhi)(zhi)能(neng)(neng)(neng)終端、數控機(ji)床等特色產(chan)(chan)業集(ji)(ji)(ji)群(qun)(qun),謀劃布局(ju)(ju)類腦智(zhi)(zhi)能(neng)(neng)(neng)、氫能(neng)(neng)(neng)與儲能(neng)(neng)(neng)、前沿新(xin)(xin)(xin)材(cai)料等未來產(chan)(chan)業集(ji)(ji)(ji)群(qun)(qun)。推(tui)(tui)動生產(chan)(chan)性服(fu)務(wu)業向(xiang)專業化(hua)(hua)(hua)和(he)價值鏈高(gao)端延伸,生活性服(fu)務(wu)業向(xiang)高(gao)品質和(he)多樣(yang)化(hua)(hua)(hua)升級(ji),促推(tui)(tui)服(fu)務(wu)業融(rong)合(he)業態向(xiang)創新(xin)(xin)(xin)型(xing)和(he)集(ji)(ji)(ji)約化(hua)(hua)(hua)拓展(zhan)(zhan)。深(shen)入推(tui)(tui)進(jin)(jin)農(nong)(nong)業供給(gei)側(ce)結(jie)構性改革,農(nong)(nong)業發展(zhan)(zhan)精細化(hua)(hua)(hua)、優質化(hua)(hua)(hua)。到2025年(nian),打造形成國內一流的節能(neng)(neng)(neng)環保(bao)及(ji)新(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)產(chan)(chan)業集(ji)(ji)(ji)聚區(qu)(qu),節能(neng)(neng)(neng)環保(bao)及(ji)新(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)產(chan)(chan)業實(shi)現(xian)工(gong)(gong)業增(zeng)加值2000億元(yuan),先進(jin)(jin)儲能(neng)(neng)(neng)產(chan)(chan)業集(ji)(ji)(ji)群(qun)(qun)實(shi)現(xian)產(chan)(chan)值約5000億元(yuan)。(市(shi)工(gong)(gong)業和(he)信(xin)息化(hua)(hua)(hua)局(ju)(ju)、市(shi)發展(zhan)(zhan)改革委、市(shi)農(nong)(nong)業農(nong)(nong)村局(ju)(ju)、各區(qu)(qu)縣市(shi)人民(min)政(zheng)府(fu)、各園(yuan)區(qu)(qu)管(guan)委會按職責分工(gong)(gong)負責)
3.加(jia)快落后產能淘汰進度
深入推進全(quan)市(shi)供(gong)給側結構(gou)性(xing)改革,依(yi)(yi)法依(yi)(yi)規加快淘(tao)汰落后產(chan)(chan)能(neng)(neng),充分(fen)(fen)利(li)用能(neng)(neng)耗(hao)、環保、質量、安全(quan)、技(ji)術等綜合標準,為全(quan)市(shi)產(chan)(chan)業(ye)轉型騰讓發展(zhan)(zhan)空間。對化工行業(ye)淘(tao)汰類(lei)落后產(chan)(chan)品及(ji)生產(chan)(chan)工藝裝(zhuang)備依(yi)(yi)法依(yi)(yi)規淘(tao)汰退出。嚴(yan)禁違(wei)規新增鋼鐵產(chan)(chan)能(neng)(neng),依(yi)(yi)法依(yi)(yi)規推動落后產(chan)(chan)能(neng)(neng)應去盡去,防(fang)止“地條鋼”和(he)已化解過剩(sheng)產(chan)(chan)能(neng)(neng)復產(chan)(chan)。引(yin)導(dao)建材行業(ye)輕型化、集約化、制品化轉型,嚴(yan)格落實產(chan)(chan)能(neng)(neng)置換政策,加快低效產(chan)(chan)能(neng)(neng)退出。到(dao)2025年,全(quan)市(shi)重點(dian)行業(ye)落后產(chan)(chan)能(neng)(neng)基(ji)本淘(tao)汰出清。(市(shi)工業(ye)和(he)信(xin)息化局(ju)牽頭,市(shi)發展(zhan)(zhan)改革委(wei)、市(shi)生態環境局(ju)、市(shi)市(shi)場監(jian)管局(ju)、市(shi)應急局(ju)、各區縣市(shi)人民政府按職責(ze)分(fen)(fen)工負責(ze))
(二)構建低(di)碳安全(quan)能源體系
1.有序推進煤(mei)炭消費(fei)減量
嚴格控制新增煤電(dian)項目,加(jia)快長沙電(dian)廠(chang)煤電(dian)機組靈活性改造、供熱改造和節(jie)能(neng)降耗改造“三改聯(lian)動”,有序(xu)推動煤電(dian)定位向基礎性和調(diao)節(jie)性電(dian)源并重(zhong)轉型(xing)。推進(jin)水泥、化工(gong)(gong)等(deng)涉煤行業開展(zhan)對標(biao)技(ji)改,逐(zhu)步實施“煤改電(dian)”“煤改氣”工(gong)(gong)程(cheng),加(jia)大對用煤企業的(de)實時(shi)能(neng)耗監(jian)測。落實高耗能(neng)項目能(neng)耗準入(ru)標(biao)準提升(sheng),嚴格實施煤炭(tan)(tan)減量(liang)替代。引導企業有序(xu)開展(zhan)煤炭(tan)(tan)清潔(jie)利(li)用改造,依法依規淘汰落后產能(neng)、落后工(gong)(gong)藝。鞏(gong)固散煤治(zhi)理成(cheng)果,主城區(qu)全(quan)面完(wan)成(cheng)清潔(jie)能(neng)源替代工(gong)(gong)程(cheng),適時(shi)擴大全(quan)市(shi)(shi)(shi)(shi)(shi)高污染燃(ran)(ran)料禁燃(ran)(ran)區(qu)域。2025年(nian)前全(quan)市(shi)(shi)(shi)(shi)(shi)煤炭(tan)(tan)消費(fei)總量(liang)達(da)峰并逐(zhu)步下降,2030年(nian)前煤炭(tan)(tan)消費(fei)量(liang)進(jin)一(yi)步壓(ya)減,煤炭(tan)(tan)消費(fei)基本集(ji)中在發電(dian)、建材等(deng)少數重(zhong)點企業。(市(shi)(shi)(shi)(shi)(shi)發展(zhan)改革委(wei)牽頭,市(shi)(shi)(shi)(shi)(shi)生態環境局、市(shi)(shi)(shi)(shi)(shi)工(gong)(gong)業和信息化局、市(shi)(shi)(shi)(shi)(shi)城管(guan)執(zhi)法局、各區(qu)縣市(shi)(shi)(shi)(shi)(shi)人民政府按職(zhi)責分(fen)工(gong)(gong)負(fu)責)
2.積(ji)極發展可再生能源
按(an)照“生態優先、因(yin)地制宜、宜建(jian)盡(jin)建(jian)、創新利(li)用”的總體(ti)思(si)路(lu),推動全市(shi)光(guang)伏(fu)、風電、地熱能(neng)(neng)(neng)、生物質能(neng)(neng)(neng)等可再生能(neng)(neng)(neng)源(yuan)規模(mo)(mo)化(hua)發(fa)展(zhan)。堅持集中(zhong)式與(yu)分(fen)布式并舉,支持采(cai)用農光(guang)互補、水光(guang)互補、光(guang)伏(fu)+尾礦治理等方式,大力(li)發(fa)展(zhan)光(guang)伏(fu)發(fa)電。加(jia)快已核準風電項(xiang)(xiang)目建(jian)設,優先開發(fa)風能(neng)(neng)(neng)資(zi)源(yuan)好、建(jian)設條件優、消納和送(song)出能(neng)(neng)(neng)力(li)強的項(xiang)(xiang)目。采(cai)用“深淺結(jie)合(he)、表里結(jie)合(he)、天地結(jie)合(he)、調儲結(jie)合(he)”方式,構建(jian)適合(he)長沙(sha)市(shi)情的“地熱能(neng)(neng)(neng)+”集中(zhong)供能(neng)(neng)(neng)模(mo)(mo)式。提高垃(la)圾處置能(neng)(neng)(neng)力(li),科學布局(ju)(ju)(ju)(ju)垃(la)圾焚燒發(fa)電項(xiang)(xiang)目。到2025年(nian),全市(shi)新能(neng)(neng)(neng)源(yuan)裝機規模(mo)(mo)增加(jia)至120萬(wan)千(qian)瓦(wa)。到2030年(nian),新能(neng)(neng)(neng)源(yuan)裝機規模(mo)(mo)力(li)爭達(da)到300萬(wan)千(qian)瓦(wa)以上(shang)。(市(shi)發(fa)展(zhan)改革(ge)委牽頭(tou),市(shi)生態環(huan)境(jing)局(ju)(ju)(ju)(ju)、市(shi)住(zhu)房城鄉建(jian)設局(ju)(ju)(ju)(ju)、市(shi)城管(guan)執(zhi)法局(ju)(ju)(ju)(ju)、市(shi)水利(li)局(ju)(ju)(ju)(ju)、市(shi)自(zi)然資(zi)源(yuan)規劃局(ju)(ju)(ju)(ju)、市(shi)林業局(ju)(ju)(ju)(ju)、各區縣市(shi)人民政(zheng)府、各園區管(guan)委會按(an)職責分(fen)工(gong)負(fu)責)

建設(she)目標:到(dao)(dao)2025年(nian),全市新(xin)能(neng)源裝機(ji)(ji)規模增加至(zhi)120萬(wan)(wan)千(qian)瓦。到(dao)(dao)2030年(nian),新(xin)能(neng)源裝機(ji)(ji)規模力爭(zheng)達到(dao)(dao)300萬(wan)(wan)千(qian)瓦以上。
3.大力(li)拓展天然氣消費(fei)市場

2.引導綠色低碳建造方式

建設(she)內容:深化(hua)市(shi)節(jie)(jie)(jie)(jie)(jie)約型公(gong)(gong)(gong)(gong)共(gong)機(ji)構示范(fan)單(dan)位創建工(gong)作(zuo),督(du)(du)促試點單(dan)位全(quan)面開展碳(tan)排放量統計(ji)工(gong)作(zuo),抓(zhua)好(hao)能(neng)源消費(fei)統計(ji)數(shu)據上報(bao)、審核和(he)分(fen)析工(gong)作(zuo)。積極開展市(shi)直大院碳(tan)達峰碳(tan)中(zhong)和(he)節(jie)(jie)(jie)(jie)(jie)能(neng)改(gai)造(zao),推(tui)動(dong)望城(cheng)區人(ren)民醫院整(zheng)體搬(ban)遷項目建設(she),發揮公(gong)(gong)(gong)(gong)共(gong)機(ji)構節(jie)(jie)(jie)(jie)(jie)能(neng)示范(fan)和(he)低碳(tan)引領作(zuo)用。實施可再生能(neng)源替代(dai)行動(dong),鼓勵全(quan)市(shi)機(ji)關、學校、醫院等大型公(gong)(gong)(gong)(gong)共(gong)機(ji)構使用新(xin)能(neng)源汽車,促進節(jie)(jie)(jie)(jie)(jie)水護水行動(dong),督(du)(du)促公(gong)(gong)(gong)(gong)共(gong)機(ji)構提(ti)高(gao)節(jie)(jie)(jie)(jie)(jie)水器具使用率。推(tui)進綠色辦公(gong)(gong)(gong)(gong),提(ti)倡無(wu)紙化(hua)辦公(gong)(gong)(gong)(gong)。杜絕食品(pin)浪費(fei),常態化(hua)開展“光盤行動(dong)”,推(tui)動(dong)公(gong)(gong)(gong)(gong)共(gong)機(ji)構打造(zao)綠色食堂。加強(qiang)生活垃(la)圾分(fen)類,建設(she)一批公(gong)(gong)(gong)(gong)共(gong)機(ji)構生活垃(la)圾分(fen)類典范(fan)。落實國家塑(su)料污染治理(li)有關要求,推(tui)動(dong)公(gong)(gong)(gong)(gong)共(gong)機(ji)構逐步(bu)停止使用不可降解塑(su)料制品(pin)。加強(qiang)節(jie)(jie)(jie)(jie)(jie)能(neng)宣傳和(he)教育培訓活動(dong),普及低碳(tan)知識理(li)念(nian),注重公(gong)(gong)(gong)(gong)共(gong)機(ji)構節(jie)(jie)(jie)(jie)(jie)能(neng)管(guan)理(li)人(ren)才(cai)培養,進一步(bu)完(wan)善公(gong)(gong)(gong)(gong)共(gong)機(ji)構節(jie)(jie)(jie)(jie)(jie)能(neng)管(guan)理(li)業(ye)務(wu)培訓體系。
建(jian)設目(mu)標:到(dao)2025年(nian),全市公共機構新(xin)增(zeng)及更新(xin)車輛中新(xin)能(neng)源汽車比例不低(di)于30%,人均能(neng)耗(hao)較(jiao)2020年(nian)下(xia)降10%以上,單位(wei)(wei)建(jian)筑面(mian)(mian)積能(neng)耗(hao)較(jiao)2020年(nian)下(xia)降8%,單位(wei)(wei)建(jian)筑面(mian)(mian)積碳排放較(jiao)2020年(nian)下(xia)降8%。
